This is part of a new memorial in Washington, D.C. honoring one of our past presidents. He was on a first name basis with Winston Churchill. Here he is depicted in a wheelchair. During his presidency, he was seldom seen in public in a wheelchair.

The Roosevelt memorial is relatively new. It differs from other monuments in that it is laid out in a lateral fashion that comprises four areas, one for each term of office. The following website has a nice collection of pictures of the Franklin Roosevelt Monument.
